After Hurricane Katrina, the Metropolitan Washington Council of Governments (MWCOG) sought to develop an evacuation and sheltering plan for the estimated two million companion animals within the region. We helped the MWCOG Animal Services subcommittee and other stakeholders design a plan consisting of pet shelter surveys, regional resource inventory, a public information campaign, and memorandums required to coordinate a regional evacuation and sheltering effort. The project ended with a tabletop exercise to test and validate components.
