Meeting New NPDES Nutrient Removal Requirements

The site for the new treatment plant was small and restricted, with subsurface soil condition issues. We developed an effective site layout and access plan, utilizing soil grout injection in some locations to build the site’s foundation.

The new wastewater treatment plant provides 0.115 million gallons per day average daily flow capacity.

Treated effluent is now a higher quality than the effluent from the previous treatment lagoon system, positively affecting downstream drinking water supplies and recreational use waters.

Our design of the new plant has the flexibility to treat additional wastewater flows from anticipated future developments—serving the town’s residents for many decades.

To meet new requirements for nutrient removal through the National Pollutant Discharge Elimination System (NPDES) permit program - established by the Maryland Department of the Environment (MDE) - we replaced the Town of New Windsor's existing wastewater treatment plant.

Initial permit requirements for the treatment plant established very stringent discharge requirements that would have required the design and construction of a highly complex wastewater treatment system. By negotiating with MDE on behalf of the client, we obtained a less restrictive discharge permit for the town, allowing for design and construction of a less costly treatment plant system.
