Crossing State Lines

Tioga County, Pennsylvania and Steuben County, New York

With more than four million cubic yards of excavation, our geotechnical investigations were a key project component. We designed the project to eliminate large waste or borrow areas.

We designed bridges over two major river crossings: 1,680-foot long dual 11-span structures over the Tioga River and a 1,100-foot-long eight-span bridge over the Cowanesque River northbound with a 650-foot-long six-span structure southbound.

We designed a safer highway system and reduced travel times through the project area.

Our environmental design included an oversized box culvert to facilitate movement of small animals, a vernal pond mitigation site, and stream mitigation.

Traffic on U.S. Route 15 in Tioga County, Pennsylvania, and Steuben County, New York, exceeded the highway's capabilities. Since this $124 million project crossed state lines, our geographically diverse engineers collaborated to meet all stakeholders' challenges, including designing the PS&E package for four construction contracts, while managing two contracts prepared in-house by PennDOT and one by NYSDOT.
