This successful PPTA has completed 10 interchanges on Route 28. In Fairfax County they are Westfields Boulevard, Willard Road, Air & Space Museum Parkway, McLearen Road, and Frying Pan Road. In Loudoun County: Innovation Avenue, Route 606, Sterling Boulevard, Waxpool Road, and Nokes Boulevard.
Because of these interchange improvements, Route 28 has been converted to a limited access facility from Route 7 to just north of Route 28, and 15 signalized intersections have been eliminated. Improvements to twelve segments of secondary roads have also been completed, most notably:
- Belfort Park roadway network improvements (Shaw Road, Belfort Park Drive, Glenn Drive)
- Widening and reconstruction of Loudoun County Parkway between Gloucester Parkway and Route 7
- Widening and reconstruction of Centreville Road between Metrotech Drive and McLearen Road
- Multiple segments of Pacific Boulevard Between Sterling Boulevard and Waverly Road
- Atlantic Boulevard from Church Road to Magnolia Road
The first portion of Phase III improvements was completed in 2017, widening southbound Route 28 to four lanes from Waxpool Road to Route 50 and northbound Route 28 to four lanes from McLearen Road to the Dulles Toll Road. The final portion of Phase III, which will widen northbound Route 28 to four lanes between Route 50 and McLearen Road and between the Dulles Toll Road and Sterling Boulevard, recently received plan approval from VDOT.
Collectively, these improvements have reduced delays, improved safety, and provided alternate travel routes for more than 125,000 drivers each day.
